icedove-dev software package provides Development files for Icedove, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install icedove-dev
icedove-dev is installed in your system.
Make ensure the icedove-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep icedove-dev *
You will get with icedove-dev package name, version, architecture and description in a table
